There are certain aspects of the Uniform Building Code and zoning in general that are positive and useful. For instance, high safety standards in electrical wiring. What is wrong with current code is the "compelled performance" (slavery) issue, inspection and enforcement methods (corrupted, extortion, etc.). Most of these types of codes and ordinances (seat belts for instance) are an effect of lobbies of insurance companies to protect their piles of cash and have nothing to do with "protecting the public". Instead of FORCING people to do these things they could be used as pro-choice options. This would mean the real estate people, appraisers, builders and property owners would actually have to work together. Appraisers would evaluate a property according to its degree of compliance to such a code. If only 10% in conformity the market price would be adjusted accordingly lower. If 100% in conformity likewise the property would have a higher value not reflecting expenses to "bring it up to code". Sue 'em for damages? [best solution] If a neighbor knows they will be sued for damages they will be careful what they do. Move? Buy 'em out? [if you have the money] They buy you out? [could be a good solution] There are lot's of LAWFUL recourses in a lawful society - which is not now the case. Beats the heck out of using threat (force) of the Sheriff's gun to take care of personal affairs. Or the city, county, state or federales fining them and keeping all the fines while the pseudo-victim gets the shaft (the current situation). I don't know anything about how well or poorly Houston has been making out with their slice of freedom concerning natural, personal and property rights. But I'm well aware of how property owners around here are hounded, extorted, and caused tremendous damages (costs of time and money) when the "inspectors" show up - or don't show up as the case may be. There is a better way to implement code/zoning types of "property improvements".
